When an organization decides to take on a community intervention - whether a full -fledged service program or a one-time campaign to accomplish one specific goal - it can often increase its chance of success by using a participatory planning process. In many of these cases, you'll find that the target population - and often the larger community as well - was included in the planning of the intervention from the beginning.
